Turning off failsafe is not a solution for if heating is coming on for 12 minutes every hour. That is usually caused by signal issues or loss of pairing between the neoAir and the receiver. In addition there is a possibility that the heating could get stuck on or off.

Turning off failsafe can only be done on the thermostat. It cannot be turned off on the Heatmiser Neo App.
It may be worth considering getting a neoPlug instead.
